Open Question: I need to know something about chapters in a book (Since I am writing one)?

What is it that makes a chapter unique and differnt from the others. Is it the situation I put the characters in. Is it the information I give away that the reader would want to know about the characters. What is it that makes a chapter unique and that catches the attention of readers so quickly? (I am writing a Fiction/Fanacy Series.)
